Joe Coughlin is a computer support technician with the Baltimore County Schools. He began his term as MSEA treasurer on September 1, 2017.
Joe was born and raised in Baltimore, Maryland, attended Baltimore County Public Schools, and graduated from Woodlawn Senior High School in 1976. Since graduating from Catonsville Community College with a degree in computer science, Joe has worked in the computer field in government and private industry for more than 30 years.
Joe has served in various positions in his local, the Education Support Professionals of Baltimore County, including as president and member of the board of directors, and as a member on the negotiations, government relations (chair), and membership (chair) committees. He has also served as a member of the MSEA budget, negotiations, and leadership development committees, and was a member of the MSEA Board of Directors for five years. He has completed MSEA’s Emerging Leaders Academy and NEA’s ESP Leaders for Tomorrow.
Joe continues to help his community as a hospice volunteer. He resides in Ellicott City with his wife, Mary, and their dog, Bannie.
